Secretary of Defense Robert Gates predicted in 2009 that China would not have an operational stealth aircraft until 2020. Gates said this to help give cover for Obama’s decision to stop F-22 production. Secretary Gates will be visiting Beijing starting on Sunday, and this may simply be China’s latest effort to militarily intimidate Gates and Obama
