Police said they nabbed Raymond Kvacik after an undercover officer was sent to his Elgin home and saw him spike the woman’s drink.
Raymond Kvacik, of the 100 block of South State Street in Elgin, was charged Wednesday with two felony counts of aggravated criminal sexual abuse and three counts of unlawful delivery of a controlled substance."
